New sections added to pygame book

I've added a few more sections to the pygame book. These are all about features added to the recently released pygame 2.
Drag and drop of files - how to support dragging and dropping of files.
Finger painting with multi touch - a little tutorial on how to use multi touch input.
Text Editing Input IME - how to handle international text input.
Midi and synths - how to use the midi module with midi controllers and sythns (virtual and real!)
Additionally, I've added pdf/epub/html builds of the latest pygame documentation to the download.
